I'm having a real bad issue with these raised bumps forming on the top

Can you specify what is your infill and shell thickness setting?

OK, so I completely redid the file. and this time I saved the print bed before slicing it! lol

I raised the infill to 15% from 10%, I increased the shells to 4 from 3, and I dropped the extruder temp to 210 from 215.

Not perfect, but better.

Maybe the bridging speed needs to be faster for that first layer over the infil. Which slicer do you use?

So I dropped the temp to 205 for this. This is just after the first of 4 top layers had finished. I found I can reduce the damage if I sand it at this stage.

205 probably isn’t hot enough. So your print looks like it is clogged. This is easily cases by the plastic not being able to hear fast enough for what it is printing. A lot of PLA says it has an operating temp of 190, but 215 is about the lowest I’ve been able to take any PLA
