I have observed this too. with my silicon and poorly build pcb heated bed. So its related to the flow of current and not temp. when current is flowing through heater it bulges a bit. Try to print cold with pla. frankly i cant remember The solution i found was no to fix the bed at corners too tightly OR there should not be anything below heater which will help it push upwards ( newtons 3rd law)
