Can anyone tell me why all my prints are turning out like this on my reprap? And how I can fix it?
a) What is a repeal?
b) Looks like you’re underextruding. Calibrate your extruder as per http://richrap.blogspot.de/2012/01/slic3r-is-nicer-part-2-filament-and.html if you have not done so yet.

What Thomas said, and also check the hotend temperature with an external probe/temp gun. You may not be getting the temperature you think you are getting.
@Shachar_Weis temp guns can read way-off temperatures, especially on shiny aluminum surfaces, like a heater block. A multimeter’s thermocouple will give much more accurate readings.
@Kaiden_Campbell by the way, is it just the first layer or the entire print that looks like this?

Did you recently switch filament? You should calibrate your extruder like @Thomas_Sanladerer says.
Just chiming in to back up what @Thomas_Sanladerer said about heat guns. Totally useless for measuring even vaguely shiny metal surfaces, been there, tried it, no joy.
I put a rusty old washer on my heat block, you can get a good reading off that. I agree that temp guns are not ideal though. You can get a good temp probe on ebay for ~$15.

Check to make sure your extruder gear isn’t slipping. If it’s not spring loaded, it may have loosened.
Even if your extruder is spring-loaded, make sure the drive gear isn’t slipping on the motor shaft. I believe that connection is generally keyed, but it came loose on my Solidoodle’s extruder with results similar to this.
