12V is alright for me, as you say it looks too cheap to be true, never thought I would say that 
Despite the fact that it SAYS “WS2801”, it doesn’t look like it’s actually individually pixel-addressable. Looks like the whole strip is all one color; there’s no per-pixel control. We sometimes call these “analog” or “dumb” strips. I think the “WS2801” text in there is, let’s just say, an error.
okay that’s what I thought, indeed nowhere mention of an IC … glad I double checked
