Nope, it’s just PLA.

@3dPrinted4u ​ looks like he is just printing at a high temp. Some PLA will look like that if it’s printed really hot.

Yes it is a higher temp 220C. Also the camera flash makes it look shinier than it really is.

I’ve printed pla at 230 when I was printing at a super high http://speed.it looked super shiny like this.

Scaling is super tough to get right. Make sure everything is tight and then worry about scaling the part or the steps.
