I am not sure if this a filament issue or a print speed issue…
vertical prints are known to have issues like that. if printed on the side, it would be a bit more clean and stable. What material and temps were you running?
Yeah, I always put the surface that I want to look the cleanest on the top.

Try Burning tip clean with a Torch.
If you are doing retraction, drop the amount by about half. That looks like it isn’t priming fully after retraction

“moist” filament can cause bubbles when printed slow or too hot.

Id print that on its side rather than its bssel.
how old is your PLA? Old PLA can be moist just like @Ulrich_Baer said. You can try to dry it in a oven, cut the part of the filament of the spool you want to use and put in in the oven at max 50°C. If it goes well the filament will be a bit shiny but don’t let it get to hot than the filament will deform.
And maybe print a few degrees warmer at ±215°C. in my experience older PLA needed a little bit more heat.
