I am trying to figure out the optimal conditions for ABS overhangs. What would be the best Extruder temperature and printing speed?

Neither of those settings are going to affect your overhangs much.

Optimal conditions for overhangs (in ABS) are a heated build chamber, and lower layer heights. Lower layer heights give your extrudate more previous layer material to hold onto. And when you’re out in the wild blue yonder so to speak, ABS is going to lose its heat very quickly, so a stable environment is a must.

I can get to 30 degrees from horizontal (60 from vertical) without trouble, generally. At 20h/70v, I’m challenged to keep a neat print.
