I’m having issues with the first few layers of my print being wider than the rest. I use elmers glue stick to help the plastic stick. I keep my first layer pretty low to kind of “smash” the plastic into the print bed but that seems to also widen the next few layers. Is there a setting somewhere in slic3r that I can lessen the amount of plastic extruded on the second layer to maybe 60%?

You’re trying to fix the symptom, rather than the problem. Move your nozzle away from the build plate a little bit.

To get that “smash” effect to help platform adhesion without actually over-compressing filament, try increasing your first layer extrusion width.
