Prusa i3 (many variants out there), or maybe new ultimaker. Depends on your budget.

Thats a bit of open question, depends on your skillset and budget. If you would like a kit which includes everything you need complete with detailed instructions to get a guaranteed working result and you are happy to put a bit of effort in building it I can recommend the Nop Head Mendel90.

@nop_head Mendel90 is one I will continue to recommend. Never heard of anyone unhappy with it!

My vote is for the Up Plus 2, look at my feed to see the excellent quality, around $1500 but super easy to use

Had you make the prusa i2 or i3?

I went with a Makibox. If they finish shipping soon, then they’d probably be worth looking in to.

Go for a kit first. The prusa i3 is a pretty good kit 3d printer. There is one prusa i3 8" by makerfarm. It is fairly cheap, just careful with the wood, dont let it get moist. It doesnt include PSU and glass.

For under $400 you really only have the PrintrBot Simple Kit, and I would not recommend that for a new user. It is not as plug and play as the more expensive versions. But with some tweaks it can print just as nice as a MakerBot

Kickstarter is crapshoot. I invested 300 USD into a total ass who promised mountains (3kg of SLA resin + hardware) but delivered nothing but pieces i could buy myself. I have an ultimaker, bit pricey but bang for the buck.

@l_plt as above stear clear of kickstarters unless you want to risk delays and possible disappointment, not to say they all end up like that but there’s plenty of examples out there.
For off the shelf, you can’t go wrong with Ultimaker but you pay for the quality of the product. For reprappy kits, I’d recommend the mendel90 over the i3 as it’s still supported and development by the guy who designed it which means the current iteration is very mature in its design.
Printrbot is also a good choice although if you want good print quality, you should go for the higher end models.
The Buckobot and bukito from deezmaker would also be fine choices. 
Edit - I just spotted the 400 price limit, so a printrbot simple would be a good fit allthough I’d suggest you saved a bit more and went mendel90 if at all possible.
