Repetier Firmware already has jam detection like this built in for an optical encoder wheel. It will slow down and stop the print, and can do this for multiple extruders on a per-nozzle level.

@Steve_Graber also has something similar. it is also handled natively in smoothieware.

Wow this is really clever!! Also, BrewPrint now has automatic jam detection built into the printer.
