Have you tried the Cura feature ironing… after some test (PET-G) i got these results for a top surface.
I am using 0.1 spacing with 5% flow at 20mm/s with an inset of 80% nozzle diameter. Also importand is a higher fan speed or a pattern (direction) that didn’t has short lines as heat accumulates there and softens the surface (wobble).
Also i find a concentric pattern worse as you get an unnecessary travel move in the middle of it and the whole surface need to be done in one go.

I’ve used it numerous times but stopped recently because I think the feature may be broken. I tried to print something on my printer at work and it caused a jam twice in a row. Then I tried using it on my printer at home and it did the same thing! Could be a coincidence but idk how it would jam 2 different printers the exact same way… It seems like it may be an issue with heat creep but what is it happening on the expensive ultimaker at work? I could understand my Anet E10 at home getting jammed because it’s cheap but the ultimaker was surprising because that thing usually prints really well.

You used PLA? - the problem might be that while running only at 5% (or 10%) Flow and also for a 0.1 line and at very low speed … it is like keeping the hotend hot for 20min with nearly no extrusion. You could tweak the G-Code for a lower temp… but “cooking” the filament is very probable and PLA don’t like that… Try a 0.2 line with 30mm/s and a low printing temp.
