Is there a way to use FastLED to drive the Lumenier Digital RGB Arm LED Board?
I’d like to use those boards in particular because of the form factor of having 4 LEDS.
Anyone know exactly what type of LEDs these are?

Do you already have one of these boards? If so you could open the Blink example and just start trying the various types of LEDs FastLED supports. I would guess it’s one of the WS28## LEDs. You won’t hurt anything if it’s wrong, it just won’t light up.
Looks like one with clock since 4 line WS28XX has only 3 typical
Those look are WS2812b Neopixels, @Peter_Hanse (not APA102) they have 4 pins, YES, but they are GND, +5, DATA in and DATA out

Just buy some +Dan Oved and start making cool stuff with them. 
Your are right @Leon_Yuhanov I forgot if you wanted to daisy chain. More then likely then WS28XX

@marmil yes I got a bunch. I emailed a bunch of retailers of this and finally got the answer that they are ws2812s
