Yes it turns, and locks properly. Would only tighten a bolt clockwise.
What where your print parameters.

Extrusion Width.48mm
.3 high
50% infill
3 perimeters
layers for top and bottom surfaces
****But here is the key I believe the Extrusion factor 0.91.
Printed on a Mendel90 with 0.4mm Nozzle J-Head
It only took a little nip in a vise to set the works free.
We’ve made two now that don’t turn. We have a third try going in a 5th Gen Replicator as I type this. This time we went for 100 micron layer height to reduce extrusion width.
Try reducing your extrusion factor. Also printed it while enclosed in a box.

Thanks Bernie, i saw that in your earlier post Makerware for Desktop is very hack-unfriendly. You have to create and then save off a custom profile, and then go into the JSON file and manually edit it. Extremely tedious. We were building it on a 5th gen because that machine isn’t currently busy with something else.
Could you slice in another software? makes me glad I went the reprap route.
