OK what is this?

OK what is this? I unloaded my Atomic White PLA and this stringy mess was on the end where normally PLA tapers into a single thin filament. It seems to be the same material as the filament, I melted some of the mess back into a clump to see if it was pigmented or actually clear and it has pigment. but I have never had it end up like this before unloading or extruding. It is clogging and producing uneven melt, I think this may be wyy. Opinions? Is this normal for some filament? Bad filament?

Inexperienced operator is a given, but I have around 10,000m printed and never seen anything like this. The ugly print is the same stuff, not to happy with it other brands take a few prints to tune this is a day and a half now on this white PLA.
