Decent but feel like this hardware should be able to do better.

I once had a white, wierdly soft PLA that was generally low quality and created prints that looked like this.
I now only use it for throw-away prototype stuff.

Try changing your layer height to .254 first layer and .2064 for all other layers. This will put the layer height in conjunction with the lead screw pitch to a full step per motor and will clean up the ribbing on the outer shell.

Also, are n you using Colorfabb XT? That tends to be a much different beast to print with compared to standard PLA. Slow and steady with that stuff for best results.
