Setting filament width to .17 instead of 1.7 will result in some die-swell and a frosting like appearance.
It’s surprising that you got it to extruder such a high volume! Were you going slowly?
Everything was going slowly except for the extruder wheel. 
can I use this picture in my training presentation. Everyone I train at work doesnt believe me that filament diameter matters lol.

I think that’s more drastic over extrusion than die swell, but that’s the kind of fun you get when the wrong number is entered.
I’m SURE some percentage of it was die swell…it was coming out pretty rapidly!

I had a similar error back when Cura had a bug in it that made it assume it was using 3mm filament, even if 1.75 was entered. The results weren’t nearly as severe.
