In this group, you would do that with a 5V power supply, an Arduino, a strip of WS2812’s or APA102C’s, the FastLED library and some effects code. Of course, you start out with something simple and as your skills progress, you can then accomplish the final product.
He’s using a product called Blinky tape, which is just re-packaged WS2812’s, which you can get a LOT cheaper from http://aliexpress.com.
