I was surprised to see some Chinese makers/resellers fail to understand the CC licences… but without any bad intent in the first place! Lately, I even remember one who explicitly asked for the community to help him to comply fully with an open licence(!). IIRC that was for a smoothieware-compatible ARM32 controller and he really made the effort to post to github etc…! May be you can try and talk to them?
