What would cause erratic hot end fluctuations to the cold side of things?

Temps are stable btw,

Could it be that the firmware is set to bang bang on the nozzel? Bang bang is where the printer doesnt gradually work up to a temp using the PID values, it just gives the heater maximum power then cuts power once at the temp till it drops too low repeating the cycle.
