Would it be possible to address all 14 of these Led’s instead of how they go from 1 set to the next like in this imgur link: http://imgur.com/NzajQ15
I’m trying to make both rings blink at the same time.

I’m not clear on what you want to achieve. Do you want them to do the same thing?

Or just blink on and off together?

I would like to make to same circular pattern appear on both sets of LEDs at the same time.

You can either look at parallel output on the wiki or just wire the two discs to the same pin.
